CMU OmniClear welcomes expanded use of eligible Bond Connect securities and CMOF bonds as non-cash collateral at HKEX clearing houses
CMU OmniClear Limited (CMU OmniClear) welcomes today (2 November) that Hong Kong Exchanges and Clearing Limited (HKEX) wholly-owned subsidiaries and on-exchange derivatives clearing houses – HKFE Clearing Corporation Limited (HKCC) and The SEHK Options Clearing House Limited (SEOCH) – begin accepting new forms of eligible non-cash collateral. This includes Chinese Government bonds and policy bank bonds held through Northbound Bond Connect (collectively, eligible Bond Connect securities), as well as offshore bonds issued by the Ministry of Finance of the People’s Republic of China (CMOF bonds).
The arrangement marks a significant milestone in broadening the use of RMB-denominated assets as collateral. Market participation was encouraging on the first day, with a total of over RMB400 million worth of eligible Bond Connect securities and CMOF bonds lodged with the Central Moneymarkets Unit (CMU) successfully accepted by HKCC and SEOCH as collateral.
The expanded acceptance of eligible Bond Connect securities and CMOF bonds not only offers market participants greater collateral flexibility but also enables more efficient capital utilisation. By enhancing the useability and mobility of RMB-denominated-assets, the arrangement helps deepen connectivity between onshore and offshore financial markets, advance RMB internationalisation, and reinforce Hong Kong’s leading role as a fixed income and currency (FIC) hub.
Mr Stanley Chan, Group Chief Executive Officer of CMU OmniClear Holdings Limited and Chief Executive Officer of CMU OmniClear, said, “We are delighted to contribute, together with HKEX, to the successful implementation of the bond market enhancement measures announced jointly by the People’s Bank of China, the Hong Kong Monetary Authority and the Securities and Futures Commission in July this year. Leveraging on CMU’s unparalleled role as a one-stop gateway to both onshore and offshore RMB assets, we are committed to supporting the wider use of RMB assets as collateral, solidifying Hong Kong’s position as the global offshore RMB business hub.”
The CMU operated by CMU OmniClear is the core market infrastructure of the Bond Connect Scheme. Since 2010, CMU has been supporting CMOF in issuing offshore bonds.
