CMU OmniClear and CIPS Co., Ltd. sign MOU to jointly expand overseas member network
CMU OmniClear Limited (CMU OmniClear) and Cross-Border Interbank Payment System Co., Ltd. (CIPS Co., Ltd.) signed a Memorandum of Understanding (MOU) today (8 September) to strengthen cooperation in market development and serving overseas members.
The MOU signing ceremony took place during the 26th China International Fair for Investment and Trade held in Xiamen. The document was signed by Mr Stanley Chan, Group Chief Executive Officer of CMU OmniClear Holdings Limited (CMU OmniClear Holdings) and Chief Executive Officer of CMU OmniClear, and Mr Wang Hongbo, Chairman of CIPS Co., Ltd.
In accordance with the MOU, both parties will further deepen their cooperation in market development and network expansion to create synergies and broaden their respective member networks. Other areas of cooperation include enhancing the liquidity and attractiveness of Renminbi (RMB)-denominated investment and financing products, promoting financial services including cross-boundary payments, cash management and securities settlement, as well as improving the interoperability, connectivity and service efficiency of financial infrastructures.

From March 2025, CMU OmniClear expanded the membership eligibility of the Central Moneymarkets Unit (CMU) to eligible institutions regulated or supervised by a recognised authority outside Hong Kong, aiming to facilitate greater international participation in the Hong Kong bond market and access to the Chinese Mainland market through Bond Connect.
Serving as financial infrastructures in Hong Kong and the Chinese Mainland, CMU operated by CMU OmniClear and the Cross-border Interbank Payment System (CIPS) operated by CIPS Co., Ltd. have long been vital platforms for the mutual market access mechanism between the two financial markets. CMU is also the first offshore financial infrastructure to become a direct participant of CIPS, providing Delivery-versus-Payment settlement services for HKD- and RMB-denominated transactions under Bond Connect.
